Jack Bauer couldn't shoot someone? Not even knock him around a bit? wth?!?!
The pen was definitely the Presidential Locator. And the helicopter in the parking lot.
Yeah, at least shoot him in the leg or something. That would have almost been the way too many scenes they've spent on the president.
