I thought the chain of commands goes like this: Jack Bauer with a gun -> President -> Jack with a hammer -> Mike -> Jack with a scalpel -> Bill/Tony/Felicity Huffman/Lynn -> Jack without a gun -> Chloe -> Edgar -> Lynn post-getting-everyone-killed -> Dead Edgar.
